Controlled Substance and Concealed Weapons

On July 17th, 2022, at 9:30 a.m. Deputy J.A. Buzzard responded to the 7-Eleven on Deacon Road for a call of a drunk driver in the parking lot. When Deputy Buzzard arrived he found the suspect, Charles Jessup, 37, laying asleep in the fetal position on the ground. When Jessup did wake up, his pupils were pinpoint, his eyes began to roll back, he had slurred speech and was unsteady on his feet.

Sergeant A.I. Assur noticed items indicating drug use in plain view of Jessup’s vehicle. He was then detained. Jessup was found with a knife, a collapsible baton, and a suspected controlled substance.

During the search of his vehicle, additional items were located to included suspected controlled substance, and two more weapons, one in which included a sickle. Jessup refused to provide a blood sample and was taken to the Magistrate’s office.

Jessup was charged with two counts of possession of a controlled substance, two counts of carrying a concealed weapon, driving while intoxicated and refusal of a blood test. He was held at Rappahannock Regional Jail without bond.
